Citizens Advice Cornwall is looking to recruit a Learning & Development Lead to join our busy organisation. Reporting to the Head of Operations, the Learning & Development (L&D) Lead is responsible for supporting the strategy, development
and implementation of both internal and external training. Line managing the L&D Officer and the Community Training Officer, the postholder will oversee and deliver initiatives that enhance staff and volunteer capability, support community learning, and promote organisational excellence.

This role combines the strategic development of the workforce with the leadership of community-facing training programmes — ensuring both internal and external learners benefit from high-quality, inclusive, and impactful training.

They will bring together organisational and learning and development strategies to identify current and future skills and knowledge requirements. The L&D Lead will be putting in place learning initiatives that enable the organisation and its people to constantly evolve and develop to deliver high quality support and services for our clients.

The L&D Lead will play a key role in developing and delivering engaging learning content, supporting professional development, and embedding a culture of continuous improvement and collaboration across the organisation and the
communities we work with. The postholder for this role will require excellent training skills and experience.

Person Specification


Essential criteria
  • Experience in training delivery, learning and/or education, preferably in an advice-giving, legal or client-facing charity.
  • Proven experience in delivering training sessions and plans (both in person and remotely) that effectively build skills and confidence in learners.
  • Excellent communication skills, with the ability to deliver training and coaching/mentoring in an engaging way.
  • The ability to give and receive feedback objectively and sensitively and a willingness to challenge constructively 
  • Strong analytical skills with the ability to review, evaluate and identify improvements within training programmes.
  • Strong organisational and problem-solving skills, able to work effectively on own initiative and an ability to address unexpected challenges with creativity and resourcefulness.
  • Proven ability to create a positive working environment in which equality and diversity are well managed, dignity at work is upheld and staff are empowered and motivated to do their best.
  • Ability to use IT packages including Microsoft Word (Word, Excel, Powerpoint) or similar, planning or database packages and the ability to use email and maintain an electronic diary.  
  • Commitment to reflective performance and continuing professional development
  • An ability and willingness to travel across the county to different locations to deliver training and education programmes/events.

Desirable criteria
  • Professional qualifications in Training and/or Learning & Development.
  • Understanding and/or experience of working in/with advice areas and Citizens Advice Cornwall (or similar organisation).
  • An ability to help build a collaborative ‘one-team’ culture whereby staff and volunteers, as far as possible, contribute their skills, experience and time flexibly across our service to meet the needs of our clients and colleagues. Therefore, a flexible approach to working and planning would be desirable.

In accordance with our local policy the successful candidate will be screened by the DBS. However, a criminal record will not necessarily be a bar to your being able to take up the job.
