GuarantCo was established in 2005 to help close the infrastructure funding gap and alleviate poverty in lower income countries across Africa and Asia. Through the provision of innovative credit solutions, GuarantCo mobilises private investments into critical infrastructure projects and transforms local capital markets. 

To date, GuarantCo has enabled USD 7.1 billion of total investment and USD 6.8 billion of private sector investment, giving 44.8 million people improved access to infrastructure and creating around 248,000 jobs. 

GuarantCo is part of the Private Infrastructure Development Group (PIDG) and is funded by the governments of the United Kingdom, Switzerland, Australia, Sweden, the Netherlands, Canada and France. GuarantCo’s activities are managed by GuarantCo Management Company (GMC), which is part of Cardano Development.

The GMC team is small, diverse, collaborative and action orientated. We are looking for candidates who have the experience to deliver against the responsibilities of the role and who are passionate about making a difference whilst working in an entrepreneurial and innovative environment.

ABOUT THE ROLE

The Business Integrity Manager as part of the Risk Management Team and will support the Head of Credit & Compliance (HoCC) with the strategic development and operational delivery of the compliance program to ensure alignment with regulatory expectations, internal risk appetite, and best practices.  A core area of focus will be the Customer Due Diligence (CDD) and Know Your Customer (KYC) in relation to transactions in high-risk jurisdictions. The role requires expert-level knowledge of global regulatory requirements, including AML/ABC/CFT standards, sanctions regimes, and enhanced due diligence protocols applicable to high-risk customer segments.  The Risk Management team within GMC is located in London, Nairobi and Singapore and provides credit risk and compliance support and leadership to GuarantCo.

Main Responsibilities

The main work streams of the Business Integrity (Compliance) Manager are:

1. Customer Due Diligence / Know Your Customer (“KYC”) for GuarantCo:

  • Support the HoCC to design and maintain policies, procedures, and controls to ensure effective onboarding and ongoing monitoring of clients/transactions 
  • Serve as a trusted subject matter expert, provide guidance to the compliance team and business teams and assist with CDD/KYC as required
  • Act as the main point of contact and relationship manager for the contract with GMC’s outsourced CDD provider (currently Control Risks) to ensure that standards and service level agreements are met and budgets managed
  • Monitor and review the CDD/KYC activity to ensure it is being carried out in accordance with GMC’s requirements
  • Review and assess compliance reports and ongoing monitoring alerts and recommend for approval or escalate issues, eg PEPs, SOEs, sanctions and adverse hits, in line with GMC’s CDD procedures
  • Arrange AML / KYC training for GMC staff on a regular basis, ensuring appropriate levels of knowledge across the team
 
2. Compliance 

  • Support the HoCC with the development, implementation and improvement of organisation wide compliance frameworks and controls including reviewing and maintenance of compliance policies and procedures.
  • Help to embed policies and procedures and a culture of compliance including matters relating to gifts and hospitality, conflicts of interest and personal account dealing.
  • Design and execute a compliance monitoring program to provide assurance on compliance with PIDG Operating Policies and Procedures (OPPs), GMC policies and procedures as well as relevant regulations and industry practices. 
  • Liaise with GMC’s internal auditor on queries in relation to GMC’s internal compliance controls
  • Lead on collating a GMC response to any PIDG compliance audits or policy updates from time to time
  • Collate relevant MI, prepare compliance reports and attend governance committees to present on compliance matters 
  • Design and deliver the compliance training program comprising computer based and face to face training for onboarding new staff and maintaining knowledge of existing staff and monitor for timely completion.
  • Monitor regulatory developments and emerging risks to proactively adapt compliance strategies and ensure ongoing adherence to legal and regulatory obligations.
 
3. Procurement

  • Assist with procurement queries and advice on how to run PIDG compliant procurements
  • Manage and or assist (as applicable) with any larger scale procurements
  • Review sole / single sourcing procurement requests
  • Work with the Legal Team on ensuring GuarantCo’s procurement requirements are met and understood by the wider team
 
4. Incident Reporting

  • Act as the coordinator for all serious incidents and GMC compliance breaches and ensure all incidents and breaches are logged and reported (as appropriate) in a timely manner
  • Responsible for maintaining the Incident log for GuarantCo and GMC
 
5. Data Protection

  • Supported by the Legal Team, act as GMC’s Data Privacy Manager to ensure data privacy policies and procedures are in accordance with regulatory obligations
  • Ensure personal data is processed in compliance with GMC policies and applicable regulations, including records retention
  • Ensure registration with the relevant DP regulators is up to date including for GuarantCo in Mauritius
  • Deal with data protection queries, data subject requests and data breaches.

6. Management 

  • Liaise with PIDG on joint compliance initiatives and attend monthly meetings with PIDG compliance team
  • Communicate business objectives to team members and provide meaningful link to team goals in the form of team objectives and personal objectives 
  • Regularly engage team with conversations regarding organisational issues and cascades feedback upwards
  • Provide clear direction and leadership to team members, support their development through coaching, mentoring and performance reviews to build technical expertise and capability. Encourage an inclusive culture and diverse workforce
 
7. Other

  • Manage and oversee safe custody process

Any other reasonable duties as may be assigned by GMC from time to time.

ESSENTIAL CRITERIA

●     Strong technical knowledge with a proven track record in Compliance to take a leading role in the development and implementation of the compliance framework.
●     Comprehensive knowledge of financial crime
●     A thorough understanding and knowledge of FCA rules and requirements
●     Articulate regulatory risks clearly and succinctly, in writing and verbally
●     Provide commercially focused and practical advice on the implementation regulatory requirements on all aspects of the business.
●     Excellent verbal and written communication skills. 
●     Ability to influence and obtain buy-in from a wide range of stakeholders.
