About the Role  
The Operational Resilience Manager  leads the day-to-day management and continued development of Birmingham Bank’s operational resilience framework.

The role helps ensure that  we can continue delivering  our Important Business Services and critical internal activities during disruption, protecting customers and  our business while meeting applicable regulatory expectations.

This is a hands-on  role within a focused and agile banking environment. You will work closely with business, operations and technology teams  to maintain our resilience arrangements, coordinate testing, support incident management and turn lessons learned into practical improvements.

 You will also collaborate with third-party providers and supplier owners to ensure  the services we rely on have effective and proportionate resilience arrangements.

What You’ll Be Doing 
Operational Resilience Framework
  •  Lead and maintain the Bank’s Operational Resilience framework, policies, standards and supporting procedures, ensuring they remain proportionate to  our size, complexity and risk profile. 
  • Coordinate the ongoing identification and review of  our Important Business Services and associated impact tolerances. 
  • Maintain  clear and proportionate mapping of the people, processes, technology, data, premises and third parties that support our Important Business Services. 
  • Ensure mapping and resilience assessments are refreshed following  significant business, technology, product or supplier changes. 
  • Coordinate  the preparation and maintenance of our Operational Resilience Self-Assessment, with clear evidence to support it. 
  • Monitor developments in operational resilience  regulation and industry practice, assessing what they mean for us and recommending practical action where needed. 
  • Support clear ownership and governance of Important Business Services, impact tolerances and resilience actions, including escalation where agreed tolerances may be at risk. 

Scenario Testing and Resilience Improvement
  • Develop, maintain and coordinate a proportionate programme of severe-but-plausible scenario testing for  our Important Business Services. 
  • Design scenarios covering potential failures involving people, technology, premises, data and third-party services. 
  • Where appropriate, integrate operational resilience testing with existing business continuity, disaster recovery, cyber and supplier testing  so testing is joined up and proportionate. 
  • Document outcomes, vulnerabilities and lessons learned; agree practical remediation plans with accountable owners and track actions to completion. 
  • Use insights from incidents, operational risk events, control failures and testing to identify opportunities to strengthen  our resilience, business continuity and incident management processes. 
  • Maintain  our business continuity framework and standards and support business areas  to keep their plans current and effective. 
  • Coordinate  business continuity exercises, call cascade tests and other Bank-wide resilience exercises. 
  • Support  our response to significant operational incidents and crises, ensuring  clear coordination, communication, escalation and record keeping. 
  • Coordinate post-incident reviews and ensure  lessons lead to practical improvements and agreed actions are completed. 
  • Use scenario testing to assess whether Important Business Services can remain within their agreed impact tolerances during severe but plausible disruption. 
  • Ensure testing covers relevant third-party and technology dependencies where these could affect delivery of an Important Business Service.

Resilience by Design
  • Work with Product, Operations, Technology and other relevant teams to  build resilience into significant change, new products and services, and major technology or supplier changes. 
  • Support teams  to understand and meet their resilience responsibilities, ensuring customer impact informs service design and recovery decisions. 
  • Challenge arrangements where they create an unacceptable single point of failure or  could put at risk the continued delivery of an Important Business Service. 
  • Work closely with third-party providers and supplier owners to ensure  suppliers supporting Important Business Services and other critical activities have suitable resilience arrangements, including recovery capability, testing and exit plans. 
  • Support change and supplier governance by identifying resilience risks early and making sure material changes do not weaken our ability to deliver Important Business Services.

Governance, Reporting and Awareness
  • Produce clear and proportionate  operational resilience reporting for senior management and relevant Bank committees. 
  • Provide  clear insight into our resilience position, including testing outcomes, incidents, vulnerabilities, remediation activity and emerging areas of concern. 
  • Support relevant regulatory, Risk, Compliance and Internal Audit activity relating to operational resilience. 
  • Maintain  clear operational resilience guidance, procedures and training materials, and  build awareness across the Bank. 
  • Escalate significant resilience risks, breaches or potential breaches of impact tolerances, overdue remediation and material vulnerabilities through the appropriate governance forums. 

What You’ll Bring   
  • Practical experience of operational resilience, business continuity, incident management and operational risk within financial services. 
  • Good working knowledge of UK regulatory expectations for  operational resilience, including Important Business Services, impact tolerances, mapping, scenario testing and self-assessment. 
  • Practical experience of business continuity planning and  resilience testing. 
  • Experience of coordinating or supporting significant operational incidents and post-incident reviews. 
  •  A clear understanding of how business operations, technology, data and third-party suppliers  work together to support resilient services. 
  • Ability to interpret regulatory requirements and  translate them into clear, practical and proportionate processes. 
  • Strong organisational and problem-solving skills, with the ability to prioritise effectively and manage competing  deadlines. 
  •  Clear written and verbal communication skills, including the ability to explain complex issues simply, report concisely to senior leaders and challenge constructively. 
  • A collaborative, practical approach and the ability to remain calm and organised during incidents or periods of disruption.
  • We are particularly interested in people who can combine regulatory knowledge with practical problem-solving and who are comfortable influencing colleagues across different areas of the Bank.
