Job Title:         Health, Safety and Environment Manager  
                                          
Reports to:     Construction Director

Job Purpose: 

Reporting to the Construction Director the Health, Safety and Environment Manager role is to drive the delivery of the Health, Safety and Environmental agenda of Lioncourt Group by supporting and advising, driving, and challenging every member of our team to achieve excellence. 

Key Responsibilities: 

·       Understand the application of the Health and Safety at Work, etc. Act 1974, Environmental Protection Act 1974 and other relevant legislation.
·       Keep up to date with changes in legislation and bring to the attention of the Construction Director, responsible for Health, Safety & Environment, any relevant new legislation.
·       Keep abreast of technological advancements in the delivery of the Health, Safety and Environmental excellence making appropriate costed recommendations.
·       Advise Directors and Managers on health, safety, environmental and welfare matters/ legislation, its interpretation and application to Lioncourt Group to ensure the Company can comply with its statutory obligations.
·       Provide advice on all company policies and procedures and all relevant statutory and legal obligations to ensure the safety of all staff, contractors and members of the general public. 
·       Be integral to the delivery of the Company’s Sustainability Vision Strategy. 
·       Promote safe, healthy and environmentally friendly working practices.
·       Produce, review and maintain Company Health, Safety & Environmental Systems: Policy, Arrangements, Standard Forms etc. following consultation and agreement with Construction Director.
·       Carry out periodic impartial H, S & E inspections and audits of building sites, sales centres and head office providing written reports, actions and suggesting improvements. 
·       Monitor weekly health and safety returns from site, sales centres and head office.
·       Periodically monitor Head Office compliance with respect to CDM duties.
·       Collate and review reports and records of accidents/incidents.
·       Carry out appropriate accident/incident investigation, in promotion of lessons learnt and the gathering of information which may be needed in the event of a claim or legal proceedings.
·       Advise and pass all necessary investigation information to the Company Secretary as necessary.
·       Provide regular reports to Lioncourt Homes Board on health,  safety and environmental matters.
·       Chair Quarterly H, S & Environment Review Meeting.
·         Monitor and highlight areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or H.S.E. guidance.

·       Liaise with enforcing authorities
·       Provide input to pre-start site planning
·       Attend such courses/seminars run by external sources to enable accurate interpretation of legislation to enable implementation within the organisation. Maintain continual professional development.
·       Set a personal example by wearing appropriate personal protective clothing/equipment and observing all safety requirements/procedures. Present a proactive attitude to health, safety, and environmental issues.
·       Immediately contact the Construction Director, responsible for health, safety and environment, if situations are found, that in the opinion of the Health & Safety Manager, require immediate rectification or the stopping of any operation.
·         Monitor and provide staff briefings and refresher training to ensure managers and staff understand their responsibilities

Person Specification

Educational attainment NEBOSH Construction Certificate IOSH membership, essential.   NEBOSH Diploma or Masters attainment. NEBOSH or equivalent Diploma in Environmental Management TechIOSH, desirable. Mental Health First Aider or Trainer also desirable.
Personal qualities  A genuine passion for the safety and wellbeing of others. Environmentally aware. Driven and resilient. Desire to excel, driver of change.
Leadership and Management style  Supporting, guiding and empathetic. Firm, fair and impartial. 
Experience required 3 + years House building or construction Health, Safety and Environment Management experience. Excellent working knowledge of relevant health, Safety and environmental legislation. Working knowledge of scaffold (TG20, SG4)  Experience at site level.   
Skills and aptitudes required Articulate and confident written and verbal communicator. Ability to lead by example. Self-motivated and ability to motivate others.
