OceanMind seeks an inspirational  Program Director to drive and lead its global programs, spanning biodiversity protection, climate change mitigation, emissions reduction, and sustainable livelihoods. The successful candidate will have a proven track record in program leadership within foundations or global NGOs, deep expertise in ocean and marine ecosystems, and strong active networks particularly across Southeast Asia, Africa, and/or Latin America.

This individual will be responsible for shaping and executing multiple program strategies, developing high-impact partnerships, and ensuring that OceanMind’s work delivers  tangible and sustainable  results in strengthening marine enforcement and advancing long term  ocean governance.

Key Responsibilities

Program Leadership & Strategy
  • Lead the strategic development and implementation of OceanMind’s global  initiatives, ensuring the individual programs combine to deliver our  organizational goals.
  • Oversee and connect  cross-functional program activities related to livelihoods, biodiversity, climate change, and emissions reduction.
  • Ensure robust monitoring and  evaluation,  of program performance . Establish learning frameworks, and continuously adapt strategies to maximize impact and efficiency. 

Partnerships & Stakeholder Engagement
  • Establish and maintain mutually beneficial strategic relationships and partnerships with marine authorities, government agencies, NGOs, IGOs, philanthropic organizations, and private sector stakeholders, with a focus on Southeast Asia, Africa, and Latin America.
  • Represent OceanMind at key regional and international forums, conferences, and stakeholder engagements to raise awareness of our work and establish OceanMind as a leading contributor in this field
  • Expand  income generation and  fundraising opportunities for programmatic activities  In order that OceanMind can further extend our reach and impact.

Program Management & Delivery 
  • Provide inspirational leadership, coaching and mentoring to team leaders and cross-disciplinary teams to grow and develop their skills and to help them fulfil their potential .
  • Oversee the effective management of budgeting, reporting, and compliance processes for program activities, ensuring compliance with  donor requirements and organizational policies and procedures.
  • Drive  the development of leading edge knowledge and product advancement , including impact reports, case studies, and strategic insights.
  • Identify risks and develop mitigation strategies to ensure program delivery is on time and to budget

 Innovation
  • Drive innovation in program design to address emerging challenges in marine governance and sustainability
  • Proactively Identify and leverage opportunities to integrate emerging and  enabling technologies that enhance program outcomes.


Qualifications and Experience

Essential:
  • Extensive progressive experience in program leadership roles at foundations, global NGOs, or international organizations.
  • In-depth knowledge of ocean governance, marine biodiversity, and the impacts of climate change on ocean ecosystems.
  • Strong track record of developing and managing multi-stakeholder partnerships, particularly in Southeast Asia, Africa, and/or Latin America.
  • Proven fundraising experience for complex multi-million dollar multi-year projects.
  • Demonstrated ability to lead teams in delivering complex, multi-country programs with measurable impact.
  • Exceptional communication skills, including experience representing organizations at senior levels and in international forums.
  • Ability to navigate cultural nuances and build trust with diverse stakeholders.

Desirable:
Experience working with marine authorities on enforcement, compliance, or monitoring programs.
  • Familiarity with technology solutions in fisheries management or ocean conservation.
  • Proficiency in Spanish or an ASEAN language
